(4) Secretaries The term “Secretaries” means— (A) the Secretary of Agriculture, acting through the Chief of the Forest Service; (B) the Secretary of the Interior; and (C) the Secretary of the Army, acting through the Assistant Secretary of the Army for Civil Works.
